Check out the recent issue of the Ontario Health Promotion Email (OHPE)
Bulletin #382, which has an excellent article by David Millen, exec.
director of Child & Youth Friendly Ottawa, on the issues of bullying in
schools.  Titled "Towards a Bully Free Canada", the author notes:

"When your child leaves for school in the morning, what is it that worries
you more: that your child might be hated or that your child might hate?

After more than two decades of study, educators and child practitioners in
Canada are beginning to take the matter of victimization seriously.
Bullying hurts and for many the hurt can last a lifetime or even lead to
suicide....

This article will attempt to demonstrate that the single-discipline,
"quick fix" approach is destined to fail. Until there is a firm
theoretical definition and framework for dealing with bullying behaviour
it will remain a significant issue for children and youth and indeed for
the education, criminal justice, and health care systems. Bullying is a
phenomena deeply rooted in social practices and greatly impacted by
societal influences and as such it cannot be dealt with merely as a school
yard issue."
