I was forwarded a copy of your email exchange and I wanted to draw your
attention to the work of Professor Scott Burris from Temple University in
the US.  I am a Co Director of the Centre for Public Health Law in
Australia and we have begun to do some thinking in the area.  I have
attached a copy of a paper prepared by Dr Chris Reynolds of our Centre with
some assistance from a few others.  Professor Burris has written some very
interesting papers which can be found in Volume 30:4 Winter 2002 of the
Journal of Law, Medicine and Ethics.  No doubt Professor Burris could tell
you about his more recent work.
