As a francophone born and living in Quebec, and as a scholar very familiar with the process of the federal government's disengagement from social programs over three decades, I feel confident to affirm that this report's main potential contribution is not to reducing poverty. Its contribution will be as an output of the extensive federal propaganda machinery. This report central message is: Let's blame the provinces (Quebec in particular), their attitudes and lack of commitment to reduce poverty. Let's do that instead of making the federal government accountable for the difficulties induced by cuts and erosion of social transfers over the years and its dramatic reforms of the mid-1990s, which resulted in abolishing the principles of our national social welfare institution (the Canada Assistance Plan)among other initiatives. If we hold provinces and their bad attitudes responsible for poverty outcomes in Canada, we can claim that a stronger, more authoritative central government is the solution to poverty in Canada. Sorry, I cannot agree with this. Yes, poverty is a very political issue. I am sorry that such propaganda circulates through this list under the cover of reducing poverty and inequality.
