Dear colleagues

if it is any help to anyone, rather a long time ago I
wrote my Ph D on how epidemiological research
on the effects of unemployment on healthinfluenced policy
(or not, as many of you would not be surprised to know)
debates in the UK during the 1980s. There is a book
on this called Authorities and Partisans (Edinburgh
University Press, 1992 but long out of print), also
a paper in Sociology of Health and Illness called
"Do we need a strong programme in the sociology of medicine?"
Sociology of Health and Illness 1990; 12: 371-390

and a paper called:
"'Probably, Minister'": the 'strong programme' approach to the
relationship between research and policy" in C. Samson & N. South
(eds.) The Social Construction of Social Policy (Macmillan for the
British Sociological Association, 1996)

and another related paper called:
"The story of R2: Interest, analogy and enrolment in a public health
policy debate"  in I Varcoe, S Yearley (eds.)Deciphering Science
and Technology (Macmillan, 1990)

Francophones might be interested to know that the
theoretical basis for all this work was taken largely
from the work of Michel Callon, Bruno Latour and their
colleagues in France, all of whose brilliant books are
available in French

assumption is a rational-actor model of policy-making: decision-
makers become aware of a new problem (get new data) and decide
to do something or not. It is established knowledge in Policy studies
that a policy-process is not linear, starting with the measurement of
a problem and finishing with a comprehensive policy (or not). A
policy-process is iterative. Policy-makers operate in a 'policy
environment', comprising several policy actors, administrative,
financial and political constraints. 'New' policy is, more often than
not, incremental: it builds on existing arrangements, administrative
traditions and state capacities. Policy-makers do not seek to find
the best possible solution to a problem (a comprehensive new
policy that addresses the problem) but a solution that will be good
enough and that will require minimal change to the existing set of
arrangements.
