RFP--Rallying Call to Prevention Report, Ontario Prevention Clearinghouse

The Ontario Prevention Clearinghouse is seeking a researcher/writer to research and write a brief report and related executive summary.

Purpose: This popular-style report is to be a rallying call to 'prevention.' The report will be launched at an event in October 2005 around which media coverage will be sought. It will be promoted through media releases, listservs, e-bulletins and web dissemination.

By 'prevention,' the Ontario Prevention Clearinghouse (OPC) refers to a wide-range of approaches including health promotion, primary prevention, and numerous social and environmental interventions that result (intentionally or indirectly) in improved health at a population and societal level.

Preliminary content areas
* Define and describe prevention
* Demonstrate ample evidence of social & economic benefit of prevention
* Demonstrate range and extent of social costs of failing to prevent illness and promote health
* Summarize extensive, recent policy support for making the shift to prevention
* Summarize barriers
* Call to action (both critical & urgent) with recommendations.   

This report will be produced in both French and English. Content will be broad, in order to reach multi-sectoral audiences. Content will use three areas of focus through which to provide concrete examples and cases to deepen understanding: early child development, chronic disease prevention and inclusion. The length (number of words) is not pre-determined, although we anticipate that the report will be in the range of 10,000+ words.

Audience: Policy makers, opinion-makers, media, and those working and active in preventing societal and individual health and social problems. In addition to health promoters, the intended audience includes many who do not see their work as being within the 'health' arena, e.g,. social planners, community developers, those addressing basic needs of marginalized populations (e.g. housing, food security, employment), supporting specific populations and/or opposing discrimination.


Methodology
* The report will synthesize evidence and arguments from existing sources (provided by OPC and researched by the successful applicant).
* The successful applicant will work with an OPC/advisory team, especially to develop rrecommendations.
* Authorship is still to be determined; it is feasible that the report will be 'guest authored' for release purposes.
* To support reports in both English and French-language, a translator will be contracted. Material will be adapted to suit both language-audiences.
* OPC has $4,000 available for this contract.

The successful applicant will demonstrate strong secondary research and popular-journalistic writing skills. Applicant will have a post-secondary degree or equivalent mix of academic and practical experience in a related field such as health and social sciences. Preference will be given to bilingual applicants.

Interested individuals are requested to submit a brief proposal. The proposal should demonstrate the applicant's knowledge, skills and experience to successfully fulfill this contract; identify approach that the applicant will take in researching and drafting the report; and fee. All proposals will be held in confidence.
