Hello

I am interested in knowing what people think are the very best papers, 
chapters, reports on the evaluation of health program or policy impacts,

where the 'unit of analysis' is something other than a person (or the 
aggregation of individuals).

In particular, I am looking for literature on methods for assessing AND 
analyzing 'organization-level', 'neighbourhood-level' or
'community-level' 
effects. Examples of successful use(s) of such methods would also be
helpful
