EVALUATION - INNOVATIVE SMOKING CESSATION PROJECT FOR THE LGBT COMMUNITY

Project Background:
Toronto Public Health is beginning a comprehensive pilot project to reduce tobacco-related morbidity and mortality for people in the Lesbian, Gay, Bisexual, Transgender (LGBT) communities in Toronto. This project includes:
· Development and pilot testing of an evidence-based intervention
· Increasing the capacity of agencies & people providing services to the community to provide smoking cessation/reduction support to their clients
· A small-scale communications and social marketing campaign
Request for Consulting Services:
This project has been developed as a collaborative effort of several agencies that serve the LGBT
communities and agencies that have expertise in smoking cessation interventions. The partnership is called the Rainbow Tobacco Intervention Project (RTIP).
To date, RTIP has conducted a search and review of relevant literature and programs and identified recommended practices in smoking cessation/reduction interventions for this population. RTIP recently received funding to carry out a pilot project this fall. A draft logic model and work plans have been developed.
The project seeks an experienced program evaluator to undertake the following tasks.
1. Design an approach to evaluate the development of the intervention, the delivery of the project and the success of the intervention itself. The evaluation would include all of the components of the funded project. The components are:
· Development/Delivery of an Effective Tailored Intervention for LGBT community
· Education and Skill Development
· Communication and Social Marketing
· Community Capacity & Partnership Development
2. Oversee and manage the evaluation. This includes development of tools, setting of milestones and supervision of data collection activities.
3. Analyze the findings and prepare a report.
The project should also reference the following:
1. Toronto Public Health Comprehensive Tobacco Control Logic Model
2. Toronto Public Health City-wide Cessation Logic Model
3. Best Practice literature relating to smoking and smoking cessation in LGBT communities
4. A literature and program review already conducted by RTIP
The evaluation will be developed in consultation with appropriate TPH staff and a Steering
Committee made up of members of the RTIP coalition.
This quote is for the professional time required to undertake the above tasks. A maximum of $7,500 has been allocated to this Request for Proposals.
Required Knowledge, Skills and Experience:
The consultant must have demonstrated knowledge, skills and experience in the following areas:
· Designing and administering evaluations
· Writing evaluative reports
Additional qualifications that would be an asset include:
· Knowledge of the LGBT community and tobacco interventions.
· Knowledge of public health practice

1. An outline of relevant experience
2. A sample evaluation plan from a past project
3. An outline of knowledge relating to tobacco control programs, LGBT health issues and public health practice
4. A quote on cost
