is seeking a short-term Consultant for an
Organisational Review of the Southern African AIDS Trust
The Canadian Public Health Association (CPHA) is executing the project
Developing Community Competence for HIV and AIDS Response in Southern Africa,
through a contribution Agreement from the Canadian International Development
Agency (CIDA). Known from its inception in 1990 through to late 2003 as the
‘Southern African AIDS Training Programme’, the project evolved in December
2003 into a regional African non-governmental organization and constituted as
the Southern African AIDS Trust (SAT).
The Southern African AIDS Trust (SAT) is a regional initiative that supports
community responses to HIV and AIDS through partnerships with community groups
in southern Africa and wider networking, skills exchange and lesson sharing
throughout the region and internationally. SAT funding and skills building
activities support the capacity development of partner organizations and their
programming in order to create more effective, sustainable and comprehensive
community responses. SAT’s overall goal is to build the competence of
communities to develop and manage effective, appropriate and sustainable
responses to the multiple challenges posed by HIV and AIDS.
SAT is composed of a regional secretariat and country offices responding to the
needs of local constituent organizations and communities. The SAT Regional
Secretariat is located in Johannesburg, South Africa. SAT Country Programme
offices are located in Harare (Zimbabwe), Lilongwe (Malawi), Maputo
(Mozambique), Dar es Salaam (Tanzania) and Lusaka (Zambia). In total, there
are approximately 40 SAT employees.
SAT’s long-term aim is to become a viable, vibrant, cost effective and
sustainable organisation, composed of a regional secretariat and country
offices responding to the needs of local constituent organizations and
communities in Southern Africa. The proposed organisational review will
contribute to SAT’s process of understanding and implementing the most
effective and useful structure for the organisation, at both the regional and
national level. A structure that would enable SAT to achieve its strategic
objectives and direction in a cost effective, streamlined and efficient manner
and a structure that facilitates and supports country offices to become
financially sustainable, functional and operational within the broader
structure/vision of SAT.
Organizational and performance capacity is defined as the ability of an
organization to govern and manage itself, to develop assets, resources and
programs to effectively address its mission and achieve sustainability, and to
deliver a well-defined results-oriented work/business model in a cost-effective
manner consistent with its mandate. The effectiveness and impact of an
organisation is often dependent on how effectively the internal functions and
structures of an organisation are run, structured and integrated.
CPHA is seeking a Canadian consultant to conduct an organisational review of the
Southern African AIDS Trust (SAT) for a total period of up to 30 working days
from August until October 31st, 2006. The review will focus on SAT physical
and human resources, internal operations and management policies and
procedures. This will be carried out at both the regional and country levels.
Overall, the consultant will:
- review core and background documents to ensure full understanding of SAT, its
structure (regional and national), governance and program;
- produce an organisational review workplan and undertake a 10 to 12-day review
mission in southern Africa, visiting the SAT Regional office and two selected
country offices;
- meet and interview all relevant SAT staff in the three SAT offices (regional &
two national) and meet other pertinent stakeholders (members of the Board of
Trustees, SAT donors, CPHA);
- present main findings of SAT organisational review with recommendations to
SAT;
- write a final SAT organisational review report.
Specifically the consultant will look in detail at the two elements below and
make recommendations:
1. Physical and Human Resources:
This includes looking at the SAT’s program of activities (as per its 2005-08
Strategic Plan) and examining how its current resources, particularly human
resources, are an adequate match to effectively deliver its program, at
regional and national levels. The Consultant will look at SAT’s organisational
structure at regional and national levels and how they relate to one another.
He/She will also review the number of full/part-time staff and regional vs
national staff and how/whether they complement each other. The Consultant will
also assess whether the staff have sufficient skills in project design, proposal
writing, marketing and other issues identified by staff. The Consultant will
examine human resource policies and procedures (Staff handbook), staff
recruitment, job description (roles and responsibilities), staff development
and performance assessment. Finally, the Consultant will also look at the
availability of physical infrastructure and equipment required to support the
work and development of the organization in a timely and cost-effective manner.
2. Internal Operations and Management Policies and Procedures:
The Consultant will look at SAT’s current operations and management policies and
procedures (at regional and national levels), including:
- the existence of managerial, operational and financial policies;
- the existence/availability and use of manuals in terms of financial accounting
and reporting, procurement, etc.
- the budgeting process; audits and cash flows, etc.
3. Recommendations: If change is deemed necessary to improve SAT’s capacity to
deliver its Strategic Plan, the Consultant will make general and specific
recommendations to SAT on how to enhance its physical and human resources as
well as its internal operations and management policies and procedures.
The consultant should possess a graduate degree or the equivalent in
administration, management, health administration or another related subject.
The consultant should have more than 15 years experience in strategic and human
resource management, change management as well as sound knowledge of operations
and organisational issues in the not-for-profit sector. Previous work
experience in Africa, particularly in southern Africa is an asset. The
Consultant must be able to work and write in English and should be available to
travel to Southern Africa in August/September (2 weeks).
