Objectives of the Programme
The objectives of the Departmental Programme are to promote health at 
local, national and global levels, especially for
disadvantaged populations; slow and reverse the adverse trends in the 
common chronic disease risk factors by providing
guidance for national policies and programmes; prevent premature 
deaths and avoid unnecessary disability through
guidance to countries on the evidence based management of the major 
chronic diseases and their risk factors; help build
national capacity for health promotion and integrated chronic disease 
prevention and control programmes across all
levels of care; support the development of tools and methods for 
increasing the use of information for health policy; and
focus on heart disease, stroke, cancer and diabetes and their common 
risk factors, and blindness and deafness.
Description of duties
1. Manages the Unit and coordinates the development of integrated 
plans and approaches for the delivery of a broad
spectrum of health promotion programmes, global initiatives, and 
collaborative projects.
2. As the focal point for the Health Promotion Area of Work (AOW) 
provides technical leadership to all WHO programme
areas in the incorporation of health promotion best practices in 
their programme delivery as well as in the strategic
planning process for the Department, Cluster, and Organization.
3. Promotes increased awareness and support for health promotion 
practices in all settings including increased
awareness of the determinants of health, refining the message and 
developing innovative approaches for promoting
health as well as working with partners in the development of 
strategies relating to prevention, management and recovery
in health emergencies, epidemics, and disasters.
4. Directs the development of a comprehensive approach and related 
strategies to provide technical expertise in the
development of national plans for increased capacity building and 
evidence based health promotion at country levels.
5. Develops and implements a global resource mobilization strategy to 
support Health Promotion as well as initiate and
negotiate funding agreements with government, non-government, and 
private organizations.
6. Makes presentations, advocates increased awareness and 
dissemination of best practices, and represents WHO and
Health Promotion at international meetings and conferences.
7. Writes and publishes documents as well as directs the preparation 
of a variety plans, reports and strategies.
QUALIFICATIONS REQUIRED:
Education
Higher Degree (e.g. PhD) in Health Promotion or closely related field.
Higher Degree in Public Health would be desirable.
Competencies
Comprehensive knowledge of:
- the Health Promotion Programme and other WHO technical programme 
areas and partners in HQ and Regions;
- the theories, principles, and accepted practices of health 
promotion in general and emergency settings involving
determinants of health to develop and deliver a multi-focused and 
evidence based programme and related plans,
strategies, services, and activities;
- the latest trends in the development, implementation and monitoring 
of health promotion strategies and related evidence
based practices;
- the management and strategic planning processes to provide critical 
input into the process as the representative of
Health Promotion.
Leadership skills:

- to work and collaborate with organizations and technical 
specialists and build and maintain effective partnerships in the
health/public health field and levels of government and society;
- to initiate and negotiate funding agreements with a range of 
government, NGO, and private donors;
- to manage and coordinate multi-focused activities across the unit;
- Written communication skills to prepare plans, reports and publications.
Experience
Extensive practical experience in low and middle income countries 
focussing on the design, development, implementation
and evaluation of health promotion programmes and initiatives at the 
national level;
Recognized international reputation in Health Promotion;WHO and/or UN 
experience is required.
Experience in the policy implications and knowledge of the underlying 
determinants of health, network and capacity
building would be desirable.
Languages
Excellent knowledge of English or French with a good working 
knowledge of the other.
Annual salary (Net of tax)
NES 70,742 at single rate.
NED 76,148 with primary dependants.
Post Adjustment: 61.20 % of the above figure(s). This
percentage is to be considered as indicative since
variations may occur each month either upwards or
downwards due to currency exchange rate fluctuations or
inflation.
A written test may be used as a form of screening.
