Launch of the Centre of Excellence for Public Sector Marketing (CEPSM)

A new centre is being launched in Ottawa aimed at advancing the marketing
discipline in the public sector.

The Centre of Excellence for Public Sector Marketing (CEPSM) mandate is to
provide a focal point for public sector marketing expertise, to encourage
and support innovation in the marketing, communications and delivery of
programs and services to Canadians and to instill pride within the marketing
profession.

The five cornerstones of the Centre’s mandate are: to build a community of
public sector marketing professionals that can share ideas, resources and
best practices; to provide specific and relevant research, information and
tools; to facilitate opportunities for learning and networking through
peer-to-peer forums, events and on-line resources; to offer strategic advice
and professional expertise through the Centre’s roster of seasoned
professionals; and to increase awareness about the value of both public
sector marketing and those working within this discipline.

“The world of public sector managers is rapidly changing and there is a need
for highly skilled public sector marketing professionals” says Jim Mintz,
Co-Director of the CEPSM, “Every day these managers deliver thousands of
programs and services to millions of Canadians in increasingly demanding
environments and are largely unprepared and untrained to address the
marketing challenges they face. A disciplined marketing approach is seen as
an important step in delivering these programs and services effectively”,
states Mintz.

Bernie Colterman, Co-Director of the CEPSM states that “Federal, provincial
and municipal governments, crown corporations/agencies and public
institutions spend significant dollars delivering programs and services to
their respective target groups.  With the need for increased efficiency,
accountability and transparency, there is currently a gap in the marketplace
for information, education, tools and resources for public sector marketers.
Their needs are unique and the CEPSM’s aim is to respond to the needs of
this sector.”

The Centre will focus it’s expertise in 4 distinct areas in public sector
marketing: government products and services, social marketing, policy
marketing (to promote the acceptance of government policies) and demarketing
(to persuade certain audiences not to use government programs and services
e.g. hospital emergency rooms).

The CEPSM is pleased to be associated with Carleton University’s, Sprott
School of Business Professional Certificate in Public Sector and Non-Profit
Marketing, a program that sets a new standard for professional development
for government and non-profit marketers and communicators, commencing
