must be ill-policed and wretchedly governed: a decent provision for the
poor is the true test of civilization."
Geoffrey Rose pointed out in the Strategy of Preventive Medicine: "The
primary determinants of disease are mainly economic and social, and
therefore its remedies must also be economic and social. Medicine and
politics cannot and should not be kept apart."
