      " The health of a city's residents depends on numerous factors
      related to the characteristics of the individuals in question,
      including age structure, genetic makeup, the conditions of social and
      physical life, lifestyle habits, and the available health and social
      services. Some of these determinants are hard to modify. Others
      respond in a decisive manner to measures focusing on urban
      health.Community health also depends on individual choices and is
      strongly affected by decisions made and measures adopted by the many
      players in the urban environment.


      While individual and community health is in itself a value, a right
      and a key objective for any democratic society, it is also an
      important, indeed vital,resource that influences current and future
      community well-being. The maximum development of health capital
      allows a city to attain its full social, cultural and economic
      potential. For this reason, taking into account the repercussions on
      health of decisions made by many bodies is an essential tool to guide
      and foster a city's development. As we will see, Montréal displays
      shortcomings from the standpoint of population health that demand of
      decision-makers closer attention and more decisive measures than in
