I sent your request to our regional consultant and her reply follows: 


Wow, this is so timely. We are now working with Central Health to
develop a similar policy and have studied the literature about the
Calgary Health Region.
I have not found or read about any studies to improve compliance
I do have this article which may offer some information - not on a
survey but on what another health region has done.

Ottawa Hospital implemented a similar policy in June 2006 and they have
an email address that can be contacted for questions or comments - they
may be able to help you

Hope this helps - however if the Calgary Health Region completes a
survey or finds information else where on improving compliance, I would
love to read the findings!

The Calgary Health Region has had a ban on smoking on Region property
since 2002.  While compliance inside the buildings is good, we have
on-going problems with people (patients, visitors and staff) smoking
just outside the hospitals.  We are planning to run a survey project
this summer to get feedback from smokers as to why they are still
smoking on hospital grounds and what they think it would take to get
people to comply with the smoke-free policy.

Is anyone aware of this kind of study being done elsewhere?  So far,
my
literature scan has turned up information about implementing
smoke-free
policies, but nothing about approaches to improve compliance with an
existing policy.
