I agree with Graeme's assessment. What struck me first when I read the
original post was the focus on individuals, their families, or specific
groups. There appeared to be no recognition of policy's impacts on
populations or a concern to address them. --Ocean

And WTF is this 'intolerance for poor performance' business - this rings 
very loud alarm bells. Exactly whose performance are we referring to 
here? Who will be establishing - and potentially enforcing - these 
standards?  And who defines what a 'chaotic' life is?  And why does this 
'action plan' make the assumption poor people are personally responsible 
for their own exclusion?

What this document spells out is a cradle-to-grave continuum of 
aggressive controls specifically targeting lower-income groups.
