I've just finished reading the September, 2006 issue of Health Canada's
Health Policy Research Bulletin on the theme of Social Capital and
Health (thanks Subha).  It has left me wondering what some of the
consequences to engaging in a social capital framework for policy
development might be...  

Given the debate about social capital in the literature (everything from
the definition and measurement to the negative consequences of social
networks), I find myself agreeing with others that the use of social
capital in population health is problematic.

Anyone have some thoughts to share on what some of the potential risks
are from embracing a social capital framework for policy development,
given the debate about the concept in the literature?  I recognize
several potential risks, including:  serving those already in power,
ignoring the influence of class relations, over-assumptive
interpretations of data, and risks of well-intentioned initiatives
weakening existing social ties.

Social capital is primarily an outcome of structural arrangements in
society.  It may be a mediator between these structural relations (i.e.
income distribution, job security, democratic responsiveness) and
health.
It may even feed back to support these structural relations.  But it is
not
a cause of health in itself.  It does not arise spontaneously, and it is
certainly a minor (though potentially marginally useful) point at which
to
intervene in the service of health.

It is also a de-politicized approach that allows those in authority to
blame communities for their own problems.  It is not surprising that
Robert
Putnam was a frequent guest of the Clinton White House.  Social capital
can
help serve those in power.
