A DIALOGUE ON FOREIGN POLICY: REPORT TO CANADIANS

Foreign Affairs Minister Bill Graham has released the document "A
Dialogue on Foreign Policy: Report to Canadians." This report summarizes
the advice received from Canadians during national public consultations
held from January through May 2003 and represents a critical first step
toward fulfilling the Government's commitment to review Canada's foreign
policy. A PDF copy of the Report can be found on the Dialogue on Foreign

HUMAN DEVELOPMENT REPORT 2003

The range of human development in the world is vast and uneven, with
astounding progress in some areas amidst stagnation and dismal decline
in others. Balance and stability in the world will require the
commitment of all nations, rich and poor, and a global development pact
to extend the wealth of possibilities to all people. To read the Human
Development Report 2003, just launched on July 8, visit the UNDP
website: http://www.undp.org/hdr2003/index.html

CIHR FUNDING OPPORTUNITIES

The Global Health Research Initiative team has announced two upcoming
funding opportunities at the Canadian Institutes of Health Research
(CIHR).

Open Competitions are funding programs for investigator-initiated health
research or research open to any subject or area of health research.
Once the peer review process for the Open Competition is completed,
priority announcements are aimed at stimulating applications in the
areas of health research of importance to Institutes. Currently,
deadlines for applications range from mid-August to April of next year.

For more information, including who to contact, visit the following
sites:

ons/index_e.shtml

CIHR, in partnership with Canadian International Development Agency
(CIDA), Health Canada, and the International Development Research
Centre, under the Global Health Research Initiative, has also announced
a Request for Applications (RFA) for Global Health Research Pilot
Project Grants. These grants are intended to build research capacity by
supporting innovative high risk, pilot or feasibility resarch on
ecological, technological, economic, political, and socio-cultural
forces that influence health and/or major health systems effecting low,
middle income, and rich countries. While current CIHR regulations
require that all grants be awarded to Canadian institutions, the intent
of this competition is to foster full-fledged partnerships between
Canadian-based researchers and researchers resident in low and
middle-income countries. These one year grants provide up to $100,000
in support. The registration deadline is September 15, 2003. The full
proposal deadline is October 15, 2003. For more information, visit:

WHO CALLS FOR SUPPLIES AND FUNDS TO COMBAT LIBERIAN HEALTH CRISIS

In response to the health crisis in war-torn Liberia, World Health
Organization (WHO) Director-General Dr Gro Harlem Brundtland is calling
for supplies and funds to urgently provide crucial health care to
Liberians. The delivery of extra resources into Liberia is critical to
avert an even larger crisis. More than 97,000 internally displaced
people live in temporary camps in and around the Liberian capital of
Monrovia, where access to clean water, basic sanitary facilities, food
and health care is rudimentary at best. Several camps have no health
services whatsoever. Although some hospitals have agreed to treat those
sheltering in the camps free of charge, they will soon run out of
essential medicines and supplies. For the full press release, visit:
