I wouldn't be so quick to jump to the conclusion that bureaucrats are
responsible for this decision. This is clearly a Harper move. But this
sentiment feeds right into Conservative ideology: that government is bad;
that we need less gov't officials and etc. Politicians make the cuts and
the public, oh so fickle, blame the bureaucracy. Harper would love this.

I'd bet a bucket of money that civil servants were doing their damn best
to present a rationale for maintaining the CHN (& other programs).  In our
zeal to fight the power, let's remember we *do* have friends 'inside'.
