Hey Leah:

Mark Lachance, Canadian Council of Learning (CCL) hosted a meeting on 
education indicators and governance was certainly discussed as a domain.  
You may want to touch base with him or I would further suggest Mr. Peter 
Garrow, AFN as he was there and is very well informed on such matters.
