 I don't want to go into lengthy discussions of the definitions of
"welfare state", as I expect many here know, but just for clarification
a welfare state, generally in discussions of political structure/state
strucutre/ideology, does in fact mean the state provides a mechanism to
attempt to level out inequalities in income etc.  It does not mean
solely the provision of welfare services, though that is one way in
which it is conceptualized.  The confusions we see today, I think, stem
from (as usual) people using the same phrase that means different
things.
