Very interesting thought Nancy. I am currently reading The Upside of Down by
Thomas Homer-Dixon who espouses a view that China grew because it was
insulated from the global economy in the ninties.
After which the indicators for global economy included creating a false
indicator that global economy is declining, when in reality, Branko
Milanovic's (world bank economist) " calculations show that the widening
inequalitities inside China and India have counterbalanced any reductions in
global inequality that might have come from these countries overall growth"
(p,189).

Possible. But more likely the cash economy expanded and cash income
rose as a result for this group. That cash incomes rose doesn't mean
the standard of living rose if compared to some socially
necessary/desirable/basic budget level. Gross indicators like the WDI
are OK for comparisons across countries (though there's a literature
debating this), but provide inadequate detail to know whether the group
in question is more or less destitute than before. I hope this helps.
It would be a good research project if you are inclined.
