You may want to check out the registry of systematic reviews of public health intervention effectiveness on health-evidence.ca. By going to the search page http://health-evidence.ca/articles/search you can either enter 'physical activity' as a key word in a free text search or scroll down to use the check boxes to search by issue (physical activity), population, setting, etc. These reviews are all rated for methodological quality. For many reviews related to physical activity, summary statements have been written. Summary statements provide an overview of the review and, in the table, a summary of the evidence points with corresponding implications for public health programs and policies.

Dear Sara MacDougall,
I would suggest two articles:
Children's physical activity: The contribution of playing and walking. Mackett,
R.L. & Paskins, J. (2008), Children & Society, 22: 345-357
A health passport to promote children's regular practice of physical activity
outside of school. Blais, M. (2008), Journal of teaching in physical education,
27: 416-433.
I would also suggest the program Mon école à pied, à
vélo!(http://www.velo.qc.ca/monecole/) for a health promotion practice.
