Job Summary
IDRC's Governance, Equity and Health programme initiative supports research
in developing countries to promote equitable provision of public health and
health care services. Our programme includes research on financing,
delivery, access and governance challenges across a number of themes and
regions. We are looking for a dynamic, self-motivated colleague to
complement our team's strong public health, governance and social science
capacity with knowledge in health or social sector financing and economics.
The successful candidate will work across regions and thematic areas
addressed by the programme, but will be particularly involved in developing
our portfolio on fair financing of health and social services, including
political and governance dimensions, with a focus on Latin America and the
Caribbean.
Working as a member of one or two multi-disciplinary teams under the
guidance of the Team Leader (TL), the Program Officer:
-under the supervision of the TL develops, monitors, manages, and evaluates
research projects;
-can sign project approval documents up to $50,000
-with guidance from TL takes the lead for a portfolio of PI projects in the
range of 10-20 projects and RSPs values at $5-7 million.
-liaises with program colleagues in Ottawa and the regional offices on
issues of project development and management;
-plays a role in the identifying, developing and managing IDRC’s contacts
with other international agencies and Canadian institutions;
-contributes to Centre-wide public relations efforts and to knowledge
dissemination and utilization, including participation in IDRC, public and
scientific fora;
-identifies the external contacts to support specific program directions
and projects;
-identifies donors for revenue generation;
-participates in team meetings
Primary Duties or Responsibilities
Project Development (35%)
Under the guidance of the TL:
-assesses proposals, including conceptual, methodological, operational,
evaluative, and financial aspects;
-identifies and develops research proposals in accordance with Centre policies;
-incorporates, at the project design stage, plans for dissemination and
utilization of research results;
-explores the potential for support and participation by the Canadian
research community;
-develop partnerships with other funding agencies to support project
activities,
-negotiates with researchers to increase the use they make of research as
input in policy formulation;
- prepares project documents for approval.
Project Management (30%)
Under the guidance of the TL
•manages, in consultation with the Resources Branch staff, the preparation
of contracts and grant letters, materiel purchases, travel arrangements,
analysis of financial statements, adjustment of budgets and schedules, and
project closures;
•provides technical supervision, including analysis of interim reports,
participation in workshops, literature searches, identification and
administration of resource persons/consultants in support of projects;
•reviews final project reports of research results, and negotiates
revisions and/or additional research requirements;
•assists in coordinating the research activities of collaborative projects
between Canadian and developing country researchers;
Program Development (10%)
•Works and contributes within the PI team structure that guides the
formulation and development of the PI’s program strategy and related
project portfolio.
•May be required to take on special assignments and more frequent
interaction with senior team members around program development issues.
Project Evaluation (5%)
Under the guidance of the TL:
•Plans and manages project evaluations;
•prepares project completion reports.
Centre-wide Collaboration (10%)
•participates in regular PI meetings, and when required in other Program
Area, Branch and Corporate meetings and committees;
•collaborates with the Regional Director and the regional office program
staff in the identification and evaluation of emerging and key development
trends and priorities in a particular region;
•collaborates with colleagues in Ottawa and the regions in connection with
the PO’s portfolio of projects in the identification and evaluation of
emerging and key development trends and priorities in a particular region
Research Utilization (closing the loop) and Centre Representation (10%)
•assists researchers in writing, editing, and publishing research results;
•participates in public and scientific fora;
Job Knowledge
Education
PhD or equivalent or a Masters with a record of research and publication in
a discipline required by the Centre and a record of research management.
Experience
Minimum of five years of related experience including a background in
research and research management.
Work experience in a developing country.
Supervision
The Senior Program Officer will supervise Project Officer(s), Research
Officer(s), Professional Development Awardees, Centre Interns and Summer
Students. He/She may also supervise Administrative and support staff.
He/She will indirectlysupervise Staff from the Resources Branch.
Travel
This position requires travelling up to 100 days per year
Scope of job
Within the Program Area lead by a Director of the Program Area the Program
Officer is expected to:
provide intellectual advice for areas of the Program connected with his/her
specialized knowledge;
to manage a portfolio of projects with a degree of independence and
discretion within the policies of the Centre and the plans set out in the
PI prospectus and to set an example of good practice for more junior staff;
to draw attention to new developments in the disciplines and areas of
development covered by the PI;
to be entrpreneurial in identifying additional sources of funding for
Centre-supported projects;
to identify when Centre-supported research merits publication or some other
form of wider dissemination to both scholarly and development audiences.
Candidate Profile
Ability to communicate effectively, in a wide variety of cultural settings
and in different fora;
sensitivity to the importance of gender equity and related issues;
ability to work as a member of multi-disciplinary teams;
ability to plan, organize, coordinate, and negotiate under pressure;
ability to provide specialized advice and professional guidance to external
contacts;
good analytical and writing skills with a demonstrated peer review
publication record; proven administrative and problem-solving skills;
ability to supervise research and administrative support staff;
knowledge of computer systems relevant to the position
capacity for increased initiative, independent action and program level
responsibility.
Language Requirements:
Bilingual (English-French) at the following levels in the second Official
Language: knowledge of the local language, if applicable, desirable
