Employment Opportunity : Health Policy Specialist,
World Bank Institute, Washington DC

In 1997, the Human Development Division of the World Bank Institute (WBI)
launched a major learning program - the 'Flagship Program on Health Sector
Reform and Sustainable Financing' - to improve the capacity of Bank client
countries and Bank staff to enhance the performance of national health
systems. Goals of the Flagship Program conform to goals of WBI overall - to
balance World Bank lending programs with effective learning programs that
improve national capacities of Bank client countries.  Particular emphasis
in the Flagship Program is placed on the interrelationship between health
and poverty conditions because the poor not only suffer worse health
outcomes but are exposed to greatest catastrophic financial loss - and
therefore indebtedness - at times of serious illness or injury.  In the
three years since its inception, the Flagship program has provided training
to 2,061 participants from 56 countries.

To facilitate expansion of the Flagship program, and to assure highest
quality standards, WBI is collaborating with the Canadian International
Development Agency (CIDA) to identify a suitable Canadian candidate for the
position of 'Health Policy Specialist'.  This CIDA supported position will
be for two years at the World Bank Institute in Washington DC.   Under the
direction of the WBI Division Manager, Michelle Riboud, and the supervision
of the WBIHD's Health Team Leader, Paul Shaw, the health policy specialist
will serve as a core member of the "Flagship Team". The desired starting
date is May 1, 2000.

Requirements: Training in health policy, finance and administration at post-
graduate level (preferably Ph.D); knowledge of hospital
management/administration or community health funds/insurance would be
desirable; Five to ten years experience in the area of health systems
development/reform; familiarity with Anglophone and Francophone African
countries and interest in serving as our focal point for that region;
Teaching background and experience; Demonstrated technical leadership in
publications on health development/reform; Excellent oral and written
communications skills; Bilingual, English and French; Some knowledge and
experience in distance learning would be beneficial.

Job Description: Participate in the review and revision of selected Flagship
Program learning modules by guiding the work of international experts in the
field, overseeing the development of contracts, monitoring and evaluating
outputs, and serving as peer reviewer and contributor to the finished
products; Serve as a focal point for one or more regional partner institutes
in Africa to adapt Flagship Course materials to local circumstances, and to
assist with training as needed; Serve as a technical resource person in
support of training programs offered in Washington DC and by the regionally-
based partner institutes; Participate as a member of the Flagship Team in
monitoring and evaluating the impacts of Flagship Course training on the
capacities and performance of participants, on their return to their
countries; Participate as a member of the Flagship Team in its scaling up
activities, involving development and dissemination of distance learning
products via video-conferencing and the Flagship website.

WBI will be the lead agency in recruiting a candidate for this position.

En 1997, la Division du developpement humain de l'Institut du developpement
economique (IDE) de la Banque mondiale a lance un important Programme
d'apprentissage (< Flagship Program on Health Sector Reform and Sustainable
Financing >) afin d'ameliorer la capacite des pays clients et du personnel
de la Banque d'accroitre le rendement des systemes de sante nationaux. Les
objectifs du Programme sont conformes aux objectifs de l'IDE dans son
ensemble - trouver un equilibre entre les programmes de prets de la Banque
et des programmes d'apprentissage efficaces visant a accroitre les capacites
des pays clients. Une attention speciale est accordee a l'interrelation
entre la sante et la pauvrete, car non seulement les pauvres souffrent-ils
de problemes de sante plus graves, mais ils sont exposes a des pertes
financieres catastrophiques - et donc a l'endettement - lorsqu'ils souffrent
de maladies ou de blessures graves. Depuis sa creation il y a trois ans, le
Programme a accueilli 2 061 participants venant de 56 pays.

Pour faciliter l'elargissement du Programme et garantir le respect de normes
de qualite elevee, l'IDE collabore avec l'Agence canadienne de developpement
international (ACDI) afin de trouver un candidat canadien qualifie pour le
poste de < specialiste des politiques sur la sante >. Ce poste, finance par
l'ACDI, sera d'une duree de deux ans, au sein de l'IDE a Washington, DC.
Sous la direction de la gestionnaire de la Division de l'IDE, Michelle
Riboud, et la surveillance du chef de l'equipe de sante de la Division du
developpement humain de l'IDE, Paul Shaw, le specialiste des politiques sur
la sante sera un membre cle de l'equipe du Programme. La date de debut
souhaitee est le 1 mai 2000.

Qualifications : Etudes superieures (de preference au niveau du doctorat) en
politiques sur la sante, en finances et en administration; la connaissance
des methodes de gestion et d'administration des hopitaux ou des
assurances/fonds lies a la sante communautaire est souhaitable; De cinq a
dix ans d'experience dans le domaine de l'elaboration ou de la reforme des
systemes de sante; Connaissance pratique des pays d'Afrique francophones et
anglophones et interet a servir de representant de l'ACDI pour cette region;
Formation et experience en enseignement; Leadership technique manifeste
relativement aux publications sur l'elaboration ou la reforme des systemes
de sante; Excellente capacite de communiquer verbalement et par ecrit;
Bilinguisme (francais et anglais); Une certaine connaissance et experience
de l'apprentissage a distance est un atout.

Services : Participer a l'examen de certains modules d'apprentissage du
Programme en orientant le travail de specialistes internationaux, en
examinant l'elaboration des contrats, en assurant le suivi et l'evaluation
des extrants, en participant a l'examen par les pairs et en contribuant aux
produits finis; Faire office de representant d'un ou de plusieurs instituts
africains partenaires afin d'adapter le materiel didactique du Programme au
contexte local et de fournir l'aide necessaire a la formation; Faire office
de specialiste technique pour appuyer les programmes de formation offerts a
Washington DC et par les instituts partenaires des regions; En tant que
membre de l'equipe du Programme, participer au suivi et a l'evaluation de
l'impact de la formation sur les competences et le rendement des
participants, a leur retour dans leurs pays respectifs; En tant que membre
de l'equipe du Programme, participer aux activites d'amelioration touchant
la creation et la diffusion de materiel d'apprentissage a distance par le
biais de videoconferences et du site Web du Programme.
