Youth Coalition for ICPD

POSITION:       Executive Co-ordinator
Salary Range: $38,000 - $50,000 DOE
Term:  9 month contract, with possibility of extension
Start Date: mid-August
Location: Ottawa
Competition Closing Date:  24 July 2000

The Youth Coalition for ICPD is an international group of youth committed
to promoting the sexual and reproductive health and rights of young
people.  The Youth Coalition emerged in 1999 during the UN five year
review of the International Conference on Population and Development
(ICPD).  Its members, all under 30 years of age, come from diverse
backgrounds and every region of the world.

The Youth Coalition, governed by an International Steering Committee is
establishing a secretariat in Canada.  We seek a bright and dedicated
individual to be Executive Co-ordinator.  The Executive Co-ordinator will
work closely with the Steering Committee in a collaborative manner, as we
spend the next several months developing our organizational and
decision-making structure and work-plan for the next few years.
Additional staff, consultants, interns or contract workers, reporting to
the Executive Co-ordinator, will also make up this team, as the workload
requires and funding allows.  Technical support or training in the areas
of governance issues, research, proposal writing, etc., may also be
available.

Statement of Qualifications

Citizenship
* Canadian citizen or permanent resident.

Age Preference
* Preference will be given to applicants twenty-nine years of age or
younger.

Education
* Bachelor's Degree in Political Science, Public Administration,
International Development, Public Health or a related field; or
combination of post-secondary education and work experience.  Master's
Degree a definite asset.
* Fluent in English, ability to work in French and Spanish definite
assets.

Experience

Requirements:
* Minimum of 2 years work experience in the NGO sector on international
development issues, including paid/unpaid/summer/part-time/internship
positions
* Experience advocating/writing/working on issues within the Youth
Coalition's mandate
* Project management or other management experience
* International/cross-cultural experience

Highly Desirable:
* Experience or knowledge of NGO governance issues and organizational
development
* Experience seeking funding /  grant applications / developing
organizational structures
* Experience in policy formulation
* Experience working with young people

Specific Knowledge and Skills

Essential

* Strong understanding of and demonstrated commitment to principles and
values espoused by the Youth Coalition for ICPD.
* Excellent interpersonal skills; flexible and adaptive; able to respond
quickly and effectively to changing circumstances
* Strategic thinking; sound political judgement; very clear and focussed
approach
* Attention to detail, ability to keep meticulous records; able to
prioritize and organize work effectively and under pressure
* Able to operate fairly autonomously, while keeping within the parameters
of the mission and mandate of the Youth Coalition; committed to teamwork
* Clear understanding of principles of organizational structures and roles
and responsibilities of Steering Committee/Staff
* Excellent at communicating with, understanding, and interacting/working
with others from different cultures/backgrounds.
* Willingness to work outside of normal business hours when necessary;
willingness and ability to travel

Highly Desirable

* Knowledge of Sexual and Reproductive Health and Rights, International
Development and Youth issues
* Knowledge of the UN system and international/regional
organizations; familiar with the Programme of Action from the 1994
International Conference on Population and Development (Cairo), the 1999
ICPD+5 document, International Human Rights principles, and other
major/relevant international agreements.

Job Description

Responsibilities
* Establish an office
* Support the Steering Committee's policy development activities through
research, drafting documents, and e-mail discussions
* Research various governance models and draft proposals for the Steering
Committee's input and review
* Map and assess existing International resources which could assist the
Youth  Coalition in fulfilling its mandate; work with others to draft  and
promote funding proposals
* Network internationally with other NGOs and individuals working within
the Youth Coalition's mandate; establish cooperative relationships with
those most relevant.
* Seek information resources on relevant conferences, publications,
research, case studies, etc.
* Prepare a detailed strategic work plan and budget; prepare reports as
required
* Organize 2 Steering Committee meetings (Oct. 2000 and March 2001).
* Oversee the development of the Youth Coalition website and manage 2
listserves
* Effectively represent the Youth Coalition to media where required
* Oversee other  Youth Coalition activities as directed by the Steering
Committee
