Transition of Management and Leadership of HIV Care and Treatment Programs to Local Partners

Assessing and strengthening countries' capacity to implement policies and manage public resources towards their development goals has become a key priority for donors working to transition management of development programs, such as HIV antiretroviral therapy (ART) programs, to country ownership.
