I am far from expert in such matters, but the bit that caught my eye was "...many an humble citizen..."
MT wouldn't write "an humble."

I'd just put in that it really doesn't sound like Twain. There's a kind of coy, arch feel to the writing, and it conspicuously lacks the punch that MT usually managed to put into even the shortest squib.
