The Sudbury District Health Unit in Ontario has produced a document
entitled: "A Framework to Integrate Social and  Economic Determinants of
Health into the Ontario Public Health Mandate: A discussion paper. This is
a result of a grassroots movement of Medical Officer of Health and others
public health workers to put the SDOH on the piublic health agenda in
Ontario.  Will it succeed?  Stay tuned...

To  all alPHa/OPHA DOH stream  conference2005 participants:

It  is with great pleasure that I write this email to all of you following
your  participation at the November 2005  alPHa/OPHA conference,
Determinants of Health: Developing an Action Plan  for Public Health. Your
input proved invaluable in a recent process  that the Sudbury & District
Health Unit (SDHU) undertook to move  forward the ideas for explicitly
including the social and economic determinants  of health in the revised
provincial public health mandate, which were raised at  the conference.

With a small pocket of funds from the Public Health  Agency of Canada, and
sponsorship from the Ontario Prevention  Clearinghouse under Connie
Clement's leadership, the attached paper was  drafted:  A Framework to
Integrate Social and  Economic Determinants of Health into the Ontario
Public Health Mandate: a  discussion paper. The contents of the discussion
paper were guided by local, provincial, national and international data, as
well  as the recommendations from the November 2005 alPHa/OPHA conference.
Although  SDHU played the lead role in creating this discussion paper, we
also greatly  benefited from the wisdom of a reference panel comprised of
local,  provincial and national partners, as well as the input of the
Determinants  of Health Work Group of the Council of Medical Officers of
Health in  Ontario.

The discussion  paper is being forwarded to the Chief Medical Officer of
Health for her  continued leadership in acknowledging and addressing the
root causes  of ill health.  In addition, in  the coming weeks, some
Medical Officers of Health are planning to meet with Dr.  George Pasut, as
he is the Ministry lead for the Mandatory Health Programs and  Services
Guidelines review process.  The paper will  thus feed into the mandate
review process and be of assistance in transforming  recommendations from
the conference into concrete public health action.   The Council of Medical
Officers of Health has endorsed the main idea behind the  paper, and the
COMOH executive will be considering endorsing the content of the  paper at
their next meeting.  At the same time, we are seeking feedback  from
individual Medical Officers of Health regarding whether they support the
approach outlined in the paper.

Please join in  the wide dissemination of this discussion paper.  We hope
that it will  generate continued interest and support for the inclusion of
social and economic  determinants of health as both general and program
standards in the revised  mandatory health programs and services
guidelines.

As the paper  recommends further consultation with the field, such as with
this group of  conference participants, the SDHU is interested in your
comments on this  discussion paper. Consolidated comments may be fed into
the MOH discussion  with Dr. Pasut.  Please don't hesitate to contact
