I don't think anyone on this list, certainly not I, thinks of electoral
reform as a magic elixir. However, it is the crucial first step without
which issues that matter to the majority will be given lower priority than
issues that matter to the elite.
A change in the electoral system would not obviate the need for increased
citizen engagement and insistence of more voter power, including more power
at the level of municipal governments. That's why WISE phrases its
recommendation for the first step as "democratic and electoral reform."
Electoral reform alone won't do it.
