Some subscribers to the SDOH listserv may be interested in the following,
which began with a post made to another listserv earlier today.

Someone from Status of Women Canada (SWC) responded soon after, referring me
to this section of the new guidelines:

"N.B. - An organization that is not incorporated and wishes to apply to the
Women's Program for funding can partner with an incorporated organization
which agrees to apply to the Women's Program and take financial and
administrative responsibility for the project on their behalf."

My emailed response: 
[This] doesn't address the issue of greatest concern to WISE and groups like
us. In a number of presentations, I've talked about the empowerment that
comes with being recognized for having the capacity to take responsibility
for the management of a project and its funds. 

What SWC has done is no different than what groups like us face in the
private funding sector. It's still the case that someone else must submit -
and so approve - the proposal, sign the application - and hence, take the
legal responsibility -, and manage the funds. That is not a 'partnership'
and is incredibly disempowering for persons who are already struggling to be
recognized for their personhood and autonomy. 

The notice is, frankly, insulting:

[Background: As an UNincorporated group, WISE has twice received grants from
SWC - directly and not under any umbrella organization. We have been fully
accountable for the management of the two projects and been able to account
for every last penny. There is no INcorporated group that could have outdone
us in terms of what we managed to do with so little. The changes to SWC
funding mean that groups like WISE are no longer eligible. 

Inequality is inequality, no matter how Ottawa SWC bureaucrats and the
Minister like to spin it.]
