In "Fighting Poverty in the USA and Europe: A World of Difference",
Harvard economist Alberto Alesina argues that the single most important
determinant of social policy -- in a positive way -- is the presence of
proportional representation. In Canada --federally and provincially --
this would mean a permanent minority government situation where progressive
voices would always have to be heard.
Proportional representation is on the agenda in Ottawa, BC, and New
Brunswixk at this time. Such action would turn public policy around on a
dime!
