Dear Walsh,
There is a study sponsored by European Union called "Protection, Prevention
and Promotion in the context of decentralization", which involved Brazil,
England and Chile. I don't know whether if it is published yet, but you can
try to reach Andrea Caprara (Italian Prof. University of Perugia) and
Lucilia Falcao (School of Public Health from Ceara in Brazil).
