Over the past twenty five years the Canadian health care industry has undergone several thorough reviews.  Out of these reviews have come some spirited recommendations to place a greater emphasis on health promotion, prevention, and education.  With the exception of a few high profile initiatives (e.g., Participaction, smoking cessation) implementation appears to be slow or negligible.  Why is it about the system that needs to be changed to facilitate implementation.  If you have any referrences for articles or reports dealing with this issue, would you please forward them to me.
