You may want to look at a paper by Barbara Legowski and Lindsey McKay, 2000 produced for the Cdn Policy Research Networks.  www.cprn.org  It provides a historical look at
health promotion policy development and program development initiatives in Canada, highlighting that much of what Health Canada has done continued to focus on lifestyle
social marketing and health promotion, despite shifts in its policy documents towards embracing population health approaches.
