Summary

The Health Promotion Clearinghouse (HPC) is a resource system aimed at supporting the work of volunteers and staff by providing timely access to health promotion resources and expertise that exist in Nova Scotia and beyond.

The purpose of this RFP is to invite proposals to develop a logic model and perform a comprehensive independent evaluation of the eight Health Promotion Clearinghouse information and knowledge exchange services and programs (components). 

Scope
  a.. The scope of this evaluation includes the development of a logic model, as well as the design and implementation of an appropriate evaluation  framework in consultation with key stakeholders. The evaluation framework will outline agreed-upon evaluation questions, goals, success indicators, and methodologies. The evaluation must include a review of HPC's interim and annual update reports, as well as a review of HPC's main existing data sources. Methods may include web surveys as well as interviews and focus groups with partners, key stakeholders and users. Summary reports of statistics compiled since 2002 will be provided to the contractor.
  b.. This contract includes the implementation of an independent evaluation with data collection, analysis and reporting of the results with recommendations for improvement to the HPC Steering Committee and Evaluation Committee for:
   
  - The seven long-standing HPC information and knowledge exchange services and programs (components);
  - HPC governance and organizational structure; and
  - The eighth component - i.e. the HPC Network Project.
