There are a few organizations in the US working on living wages:

National Center for Policy Analysis:
http://www.ncpa.org/hotlines/min/pd080201g.html

Dr. Bhatia, MPH, Director of Occupational and Environmental Health, San
Francisco Department of Public Health; completed Health Impact Assessment
(HIA) work on living wages; the article can be found on the National
Association of County and City Health Officials (NACCHO) Winter 2002
newsletter (page 2-3)
http://archive.naccho.org/Documents/naccho-exchange-winter-2002.pdf

Finally, I know UCLA in Los Angeles has done work on HIA and living wages:

Hope this is helpful

Greetings,
I am new to this listserv so I apologize in advance if my question
has been addressed previously.
Our M.O.H. is interested in pursuing a living wage ordinance in our
health unit jurisdiction. I am aware of the general
recommendations re: living wage rates ranging from 100% to 130%
of the poverty line. However, I am wondering if you are aware of a
process for developing an appropriate living wage rate locally.
Thank you in advance.
Thank you,
