Re: Australia – Canada Consortium on Health and Conflict

Dear Friends,
I am writing to introduce you to the Australia-Canada Consortium on Health
and Conflict, an AusAID funded project which draws on the experience of
academics and practitioners from Australia and Canada at the interface
between health systems and conflict prevention and peace-building,
conflict
management and reduction, and support for post-conflict recovery. The
countries forming part of this study are East Timor, Sri Lanka, Solomon
Islands, Bougainville/PNG, and Cambodia.
The initial year of the project was largely devoted to exploring the vast
area of health and conflict, types of conflict situations, and specific
country situations. A two-phase approach has been adopted to drive the
project forward. The first phase predominantly involved secondary
research
and concentrated largely on framing the research questions. The two
initial
papers cover what the team deems essential to introduce the area of
health,
conflict and peace-building:
I. Health and Peace-building: Securing the Future
This first issues paper sets the scene for contemplating the relationship
between health and peace-building in humanitarian crises and development,
specifically focusing on the long-term health and social impact of
violence.
II. The Challenge of Human Resource Management in Conflict-Prone
Situations
This second issues paper explores the characteristics of post-conflict and
transition periods, and challenges they present to the health workforce.
Additionally, each Issues paper is accompanied by a more comprehensive
Background paper or brief Considerations for Policy, with the appropriate
links below. Alternatively, you can access these documents and further
information regarding the project from:

The second phase of the project will develop and test a peace-mapping tool
for health programs in conflict-affected countries. Initial findings from
the first phase of the project highlighted the need for a combined
conflict
vulnerability and health impact assessment. While there are a number of
conflict vulnerability and impact assessment tools, rarely do they include
categories measuring health and social well-being. Equally true, health
assessments have generally been undertaken separately from the process of
peace and conflict impact assessments. Recognising the need to develop
such a tool in which health actors begin applying a peace and conflict
lens
to their work, both to evaluate the performance of current activities
(avoiding contributing to violence and instability) and to recognize and
act on opportunities to enhance peace in their future work, the team will
test and validate the tool within the Asia-Pacific region. The tool will
contribute to the enhancing the effectiveness of health initiatives in
unstable or precarious environments.
