I'm writing to writing to share a new technical publication about the recently completed, USAID-funded Fostering Opportunities in Rural Southern Areas (FORSA) project from Pathfinder International: Expanding local partnership opportunities with a two-tiered implementation model. http://www.pathfinder.org/publications-tools/expanding-local-partnership-opportunities.html?utm_source=TechPub&utm_medium=otherlists&utm_campaign=FORSApartnerships This technical brief discusses the FORSA team's experience designing and operationalizing a two-tiered implementation model for partnering with local community-based organizations in Egypt amidst the political and social upheaval that erupted in 2011.

As a result of political unrest, Pathfinder was unable to sub-grant directly to community development associations through the FORSA project, whose partnership was necessary for quality implementation. In response, the FORSA team developed an innovative two-tiered sub-granting and implementation model that allowed it work through a smaller number of local nongovernmental organizations, who then partnered with and provided oversight to a greater number of community development associations. This brief outlines Pathfinder's approach to developing and operationalizing this two-tiered implementation model, with guidance for other implementers who might benefit from a similar approach.
