This was in response to the query from the Canadian Health educator
lamenting the lack of support for nutrition (spell that formula) for low
income infants who do not get breastmilk--ie teens and others complaining
that they need formula or money for formula because they are going back to
school/work and cant breastfeed. (Canada does not have WIC)

Hi, friends
Here in Brazil, women who has low income get around 1 liter of milk - not
very good quality of milk for babyes from six months to five years. This is
the very famous "Programme of Milk", which has been used a lot to promote
politicians during elections!!!
We - breastfeeding advocates - fought a lot against this programme trying
to make the responsible for it understand that one can change the milk for
other kind of local food, but they never paid attention. The distribution
is only after six months because of breastfeeding but it doesn't work since
most of women just give the milk from other children to the baby.
I have been hearing about other programmes for malnourished children and
something terrible happens - mother keep their children malnourished hoping
he can stay in the programme to get more food, which is, indeed given to
all family!
So, in Brazil most of these programmes are a disaster!
