Hi Diane,
I am not working in a public health capacity, but I used to be in  
health promotion. Now I am a therapist with a specialty for working  
with people who are "coping with chronic illness". They have unique  
needs due to the illness (eg., physical needs,  waning of support  
from others as the disease and time go on, discouragement when the  
disease flares up, limitation of activity, etc) plus the same needs  
as those who don't.

I don't know that I can offer any insight in terms of public health,  
but I do think mental health is a public health issue.
