SOUTH PACIFIC COMMISION


SHORT TERM - 6 WEEKS 
HEALTH EDUCATION AND HEALTH PROMOTION  POSITION
Noumea, New Caledonia


The South Pacific Commission (SPC) is managing a 4 year Pacific Regional
Vector Borne Disease Project (PRVBDP), funded by AusAID, which focuses on
reducing morbidity and mortality from vector borne diseases, especially
malaria, dengue and filariasis. The project concentrates on Solomon Islands,
Vanuatu and Fiji.
     
The project requires a person with Health Education and Health Promotion
skills to advise on Non Government Organisation (NGO) and community-based
activities in the three target countries. The duration of the work is 6
weeks. The job description of the position is as follows;

The person will work with the PRVBDP Project NGO Co-ordinator;

1. to conduct a situation analysis of NGO activities in the three 3 target
countries in relation to vector borne diseases and their control. This will
require travelling to each of these countries and meeting with various NGOs
and Community groups as well as government representatives.  The exercise
will also include analysis of individual country capacities in the
development and implementation of curricula for community-based training and
the development of information, education and communication materials (IEC);

2. to develop a plan for NGO and government  participation in health
promotion and health education activities. The plan will address the need
for in country co-ordinators or committees to co-ordinate NGOs activities in
line with government activities as well as addressing strategies for the
sustainability of these activities beyond the life of the project;  and

3. to develop an evaluation strategy of for health education and health
promotion activities to be implemented by NGOs and governments implemented
during the project period.

The first week will be spent at the PRVBD office, based at SPC in  Noumea ,
New Caledonia and a week will  be spent in each of the 3  target countries
for the situation analysis. The last two weeks will be spent at SPC, Noumea,
for the final write up of the findings of the situation analysis and to hold
discussions with the NGO Co-ordinator and the rest of the PRVBDP team.

Conditions for Recruitment

The candidate must;
· have proven sound knowledge and experience of Health Education and Health
Promotion principles and practices in the Pacific 
· have sound skills in report writing 
· be able to work within a limited time frame 
· be available for a six week period in August and September 1997.

Knowledge of vector borne diseases is an advantage.  Pacific Islanders are
encouraged to apply.  Salaries and conditions are in line with SPC
consultancy conditions.
