hi,

we track who has a phone OR a contact person with phone for patrons of House
of Friendship's Emergency Food Hamper Program in Kitchener-Waterloo, ON.
Out of almost 8,000 households (18,000 different people) served annually, no
more than 78% have a phone OR a contact person with a phone.

this includes those with personal cell phones, who tend to fluctuate between
in service and not in service over the course of a month as funds allow.  we
don't currently know what percentage of that 78% are contact persons (e.g.
friend, family).
