In the one issue of the Canadian Journal of Public Health (1994-1996) that I cannot
find, there was a debate between John Frank and Ron Labonte on "population
health."

Found it!

John Frank: Why population health? CJPH 1995, May-June, vol. 86, no. 3, 162-164.
Ron Labonte: Pop. Health and HP: Whay do they have to say to each other?,
165-168.

Ron would know which one.
