Abstract Title:         The Political Economy of Public Health: Where does
Canada Stand Internationally?

Abstract Summary:
Despite three decades of Canadian government and Canadian Public Health
Association statements about the importance of healthy public policy, the
Canadian Population Health Initiative has stated that Canada is well behind
other jurisdictions in applying health promotion and population health
concepts to public policy. This presentation examines where Canada stands
in relation to other developed nations -- with special emphaasis on the US,
UK, and Sweden -- in creating public policies that a) support healthy human
development across the life-span; b) improves the quality of social
determinants of health such as income, food, and housing security; and c)
strives to reduce health inequalities among the population. The weak
performance of Canadian public policy in support of health is seen as
reflecting a) the increasing dominance of neo-liberal approaches to
governance; b) the increasing adherence to biomedical and risk behaviour
approaches to health; and c) the failure of the public health community to
advocate in support of improvements to the material living conditions of
Canadians most at risk for poor health.
