And it was a northern conference...global north....still focussed on
"promotion" rather than social change. Although some of the main speakers,
including Monique begin, and certainly Michael marmot, did speak about some
of the changes required.

More than 3,000 health promotion experts from around the world are in
Vancouver this week to talk about what works and what doesn't in their
mission to improve population health.

Policies which, among other things, help people quit smoking, eat healthier
and get more exercise to counteract rising diabetes and obesity rates are
in the forefront of discussions.

The 19th International Union for Health Promotion and Education World
conference, which is held every three years, is in Canada for the first
time.

Sylvie Stachenko, deputy chief public health officer with the Public Health
Agency of Canada, said medical treatment of health problems is only one
approach to improving population health.

"It's not the only solution. We need to make more of an investment in
(prevention)," she said.

Many countries look to Canada for leadership on health promotion because of
policies which have resulted in some of the lowest smoking rates in the
world, she said, noting that smoking rates have plummeted to around 20 per
cent of the population, down from the 50 or 60 per cent of adults who
smoked a few decades ago.

She said Canadians now have to turn their attention to the obesity epidemic
and while high taxes on cigarettes are credited with getting people to quit
smoking, Stachenko was not prepared to advocate for high taxes on foods
which lead to obesity, advocating instead for a basket of still-undefined
approaches.
