Here, in Ontario, at least, there have been so many 'reports' over the past, 
that have provided guidance of similar nature.  Unfortunately, a lot of 
money got spent for 'reports' without 'results'.
Since the time of de-institutionalization, there have been problems, 
reports, promises, but not delivery.
The Canadian Mental Health Foundation has this on-line - a chronology of 
reports
