Dear Colleagues

Seven different perspectives on the recent ruling by the Canadian Court on
access to private health insurance in Quebec. The headline message which
came out of this ruling was that if the public health care system did not
provide quality services in the province (because of undue delays in access
to services) then the private market should be allowed an opportunity to
provide an alternative. This is a highly simplistic statement on my part;
the ruling is complex and has been interpreted in many ways. This judgement
is being seized on by some free marketeers as evidence that public systems
do not work as well as the private sector - in my view a somewhat strange
conclusion to make but one which is attracting some attention. In any case
seven perspectives including that of Roy Romanow on what this may mean can
