Your quote strongly reminded me of the Marxist standpoint on the emancipation of women, to the effect that no society can be completely free so long as its women are still oppressed. Specifically, in "Socialism: Utopian and Scientific", Frederick Engels acknowledges that it is the utopian socialist, Charles Fourier, who was the first to recognize this.
Still more masterly is his criticism of the bourgeois form of the relations between sexes, and the position of woman in bourgeois society. He was the first to declare that in any given society the degree of woman's emancipation is the natural measure of the general emancipation.

I've heard people paraphrase this idea to suit it to the context, so that might be one possibility.
