THINKING AHEAD – The monthly update on the activities of the Institute for
Research on Public Policy
April 2005
RECENT PUBLICATIONS
§ Peacekeeping. In a working paper entitled “Mature Peacekeeping
Operations as Facilitators of Organized Crime,” Major Irv Marucelj says
social strain, political instability, and the sudden availability of wealth
that characterizes an international intervention all tend to promote
organized criminal activity. The author examines the Bosnian case to
illustrate his argument.
§ North American integration. In his introductory paper to folio 1
of The Art of the State II (entitled Thinking North America), IRPP Senior
Scholar Thomas Courchene provides an overview of all eight folios in the
volume, which provides a comprehensive examination of the multifaceted
challenges and opportunities presented by North American integration.
