I have the benefit of reading Bob's thinking on another list. Risking
the worst, of putting words in his mouth, I suspect that he is not
trying to reframe a typology so much as express a personal way of
thinking about the real and actual people about whom we speak when we
refer, broadly, to the "welfare state". I think at its root, he speaks
generously of people who find themselves in very real situations where
their reality, not all of their own making, conspire to present obstacle
very difficult to overcome, given the circumstances presented to them at
birth,.
