but why should they do it for free...why can't the health system put in
place a program that hires hygienists to do the preventive and initial
filling work within the school system: all the kids are covered that way and
we have programs that work.

In Saint John NB, my dental hygienist and several colleagues go a regular
basis to the Boys n Girls club to that very thing. They have for years. They
all are professionals with careers but do this for free.

I think that these are all great "what ifs". I'd like to add a few more...
What if dental hygienist (even better dentist) are willing (without pay) to
visit school class rooms to teach young children the proper way of brusing
teeth and the basics of maintaining oral health? I actually know of a
friend that did that while she was finishing her training as a dental
hygienist.
What if adolescents (or even pre-teens) are give comprehensive sex education
(which includes information and "actual" resources, not just lip services on
contraceptives, safe sex and abstinence) which tailor toward the each
child's needs (using the youth development strategies of communication, peer
counseling, mentoring and etc), so that they don't get pregnant the first
place, and we don't need expensive nurse home visitation programs to
"support young families"?
And "YES" what if we don't use food as reward for our children's good
behaviors.
